Located in front of Independence Square, it is the reference study center for the history and arts of the region. It has an extensive bibliographic and documentary heritage donated by leaders of philosophy, literature and culture. It is organized in six libraries with more than 20 thousand books available to the public. Throughout the year, exhibitions, courses, conferences, congresses and workshops from different branches of the social sciences are held in its halls.

The building is also an architectural relic and it is one of the few examples of the late 19th century French style preserved in the province. It was designed and built in 1913 by the Spanish-born architect José de Bassols, who chose the typology known as petit hotel that dominated among the upper classes throughout the country at the time of the Centennial.
